Supplier of oil products from Tyumen, Russia - Antipinsky Oil Refinery


Antipinsky Refinery is a private company with the capacity of over 7.5 million tons of oil per year. According to the plans for the nearest future, the quality of its oil products will comply with the Euro-5 standard (in 2014 for diesel and in 2016 for gasoline, respectively), and depth of processing will be increased up to 94 percent in 2015. Among Antipinsky Refinery’s key strengths one can enumerate the fact that it is the only refinery located in the Tyumen region and Ural Federal District. Moreover, being situated in the central part of the Ural Federal District, it can successfully use the latter’s advanced infrastructure.  Antipinsky Refinery uses crude oil transmission pipelines of JSC Transneft and is in the process of connecting itself to the diesel fuel main pipelines with the capacity of 3.6 million of tons per year. Last but not least, the company can provide its clients with fuel directly from the plant through small petrol tankers (5-30 tons). The company currently employs over 1000 people and occupies the area of 155.5 hectares. 

The biggest company

The past and the present
Antipinsky Refinery was established in July 2004 in the Tyumen region, one of the largest oil and gas regions of Russia, where the majority of Russian oil (72%) and natural gas (91 %) resources are concentrated. In November 2006, the first start-up complex of Antipinsky Refinery with nameplate capacity of 400 thousand tons per year was commissioned. In 2008, it was technically re-equipped, as a result of which its actual capacity was increased to 740 thousand tons per year. In May 2010, the second start-up complex of the refinery’s construction with the capacity of 2.75 million tons per year was completed. At the end of 2012, following the modernization of the second phase, its capacity was increased to 3.5 million tons per year which in turn allowed the increase of the total processing capacity of the plant to 4.2 million tons  from the 1st January of 2013.  Simultaneously with the construction and commissioning of expansion phases Antipinsky Refinery purchased and modernized railway lines of Antipino Station and built a finished products site (UGP) nearby. The latter was designed for light oil (gasoline, diesel fuel) shipment by rail. UGP is an independent object, linked with the main venue of the plant by pipelines, the total length of which is estimated at approximately 2.9 km. The site occupies the area of 15 hectares.  It is equipped with two double-sided loading racks, which enable simultaneous loading of 71 rail tankers, and an intermediate storage tank totaling 20 thousand m3. Commissioning of UGP increased the total capacity of the plant in terms of petroleum products’ loading to 8 million tons per year. The total volume of storage tanks of the plant is estimated at over 322 thousand cubic meters in January 2014 crude unit-3 with the capacity of 3.7 million tons per year  was commissioned , as a result the plant’s total capacity to process crude oil increased up to 7.5 million tons per year. Simultaneously, a number of other facilities were launched at Antipinsky Refinery: a diesel storage tank with the capacity of 80 thousand m3, a crude oil storage tank with the capacity of 60 thousand m3 and the most modern five-step treatment facilities for industrial and communal waste water. The aforementioned steps concluded the 1st stage of the third start-up complex.
At the moment, the Refinery processes crude oil into fuel oil, bunker oil, straight-run petrol and diesel oil of different types (bunkering, export). Once the construction of all workflow phases is completed, the Refinery will start producing a wide range of petroleum products, in particular, gasoline А-92, А-95 (Euro-5 standard),, D-Euro-5 diesel oil (summer, winter arctic diesels), petroleum coke block, granulated sulfur.
Current and future projects 
The company has ambitious plans that include the diversified development of a production base in Central Russia with the aim to improve efficiency of the utilization of natural resources and increase its capacity to manufacture oil products of the highest quality through the introduction of advanced refining processes. To achieve the above goals, Antipinsky Refinery continues the construction of the 3rd start-up complex. A diesel fuel hydrotreating unit is being  built at the 2nd stage of the  III start-up complex in order to make the diesel fuel quality comply with Euro-5 standard, to provide for the required freezing temperature with a possibility to produce winter and arctic diesel fuel. Hydrogen unit with a gas treatment module and elementary sulfur production unit (with a granulation module) will be built for the purpose of supporting operations of the hydrotreating unit. The  commissioning time is scheduled for the 4th quarter of 2014. The oil processing depth will reach 94% at the 3rd stage of workflow phase III due to the commissioning in the 4th quarter of 2015 of the combined deferred tar carbonization unit with a fuel-oil vacuum distillation module. As a result diesel yield will increase up to 50% from the total refining output. In the 1st  quarter of 2016 at the 4th stage  it is planned to transfer to the production of high octane Euro-5 gasoline with the octane number of 92, 95 points using a research method due to the commissioning of the gasoline reforming unit with a continuous catalyst recovery and the isomerization block. At the 5th stage of the III start-up complex it is planned to build the vacuum gasoil hydrocracking unit which will use the refinery’s own gasoil as the raw material from the vacuum module of the complex fuel oil processing unit . At the same time hydrogen and sulphur production units will be constructed. Implementation period - 2017. In the first quarter of 2014, feasibility study of GTL plant (plant for the production of liquid hydrocarbons from gas) begins. It will be constructed within the 2nd stage of the fourth construction phase. On the 1 stage of the IV start-up complex Antipinsky Oil Refinery forecasts the development of the petrochemical business line to produce a range of aromatic hydrocarbons (OPF group: benzene, toluene, paraxylene). Antipinsky Refinery and New Stream Trading AG will receive funds from Sberbank CIB in the total amount of USD 1.75 billion. The bank will refinance the current credit portfolio and provide the funds to complete the modernization of the plant, which will significantly improve the portfolio of oil products, increase the margins of oil refining and help to maintain the scheduled dates of its modernization. 
The company in numbers
In the ranking prepared by the National Rating Agency Antipinsky Refinery achieved ”A+” rating. In 2013, the plant entered the list of “Top 10 largest taxpayers in the region” (it was listed on the 2nd place). In the same year, Antipinsky Refinery was recognized the best company in Russia in the rating “Expert-400” in the category “Leader in productivity.” Moreover, the company was ranked 13th in the “Map of Ural Federal District oil, oil service, transportation as well as hydrocarbons processing companies”. In 2013, it was also included in the Forbes’ ranking of “200 largest private companies in Russia” (ranked 93rd). Apart from 155.5 hectares of the area currently occupied by the plant, there are additional 202 hectares of land which can be used for the further development of Antipinsky Refinery. The total length of industrial pipelines of the plant is almost 250 km; the length of underground utilities is estimated at almost 60 km, and the length of cabling and wiring – at over 2000 km.
The plant aims to comply with environmental quality standards and requirements of the legislation existing in the Russian Federation. It also adheres to its own regulations which are based on the prevention of accidents and incidents that may take place at hazardous production facilities. In order to do that, the company uses in its process furnaces burner units which meet the most strict environmental requirements, sealed systems in the entire process chain, control, automation and telemetry of industrial processes in order to prevent hazardous situations, minimize emissions of harmful substances into the atmosphere due to precise application of  process parameters, leak-proof system of light oils’ loading where vapor is derived into reservoirs through gas-equalizing lines, air-cooling systems, water drainage system preventing  wastewater  from  discharging to surface waters, installation of concrete platforms for industrial equipment and loading racks with containment fences and barriers. This year Antipinsky Refinery launched sewage and water treatment facilities occupying the area of 10.7 hectares. Wastewater entering treatment facilities has to pass the full treatment cycle, which consists of the following stages: pre-treatment unit, physical and chemical treatment unit, biological treatment unit, post-treatment unit, dehydration unit, unit for dehumidification of trapped oil products, watered residue unit, and surplus activated sludge unit.   
Currently, the company employs over 1000 people. In 2016, after actual commissioning of the III technological line Antipinsky Oil Refinery will employ over 2,000 people.It offers a specialhousing program. A 152-apartment building has been built for the Refinery’s specialists. Furthermore the company provides transportation to and from work, modern equipment, as well as workplaces compliant with sanitary and hygienic standards. The employees are granted various kinds of compensations. For instance, the plant is equipped with a canteen and meals are partially financed by the company. Moreover, the company believes in the promotion of physical training and sports. Therefore, it organizes tournaments in different sports disciplines. Antipinsky Refinery aims to integrate its employees on the occasions of public and corporate holidays, as well as during their anniversaries and celebrations. There is also a system of personnel training and supplementary education which can be, depending on current business needs, financed by the company. 
