Chinese National GB Standards and Implementation Rules establish the need and set the regulatory basis for China Compulsory Certification (CCC). The Implementation Rules prescribe the overall CCC certification process and define the general requirements regarding unit classification, test types and factory inspection.

Legislative changes are common and automotive suppliers as well as car manufacturers are challenged by these frequent amendments. Just recently, the CNCA (Certification and Accreditation Administration) published 15 new implementation rules regarding automotive parts such as seats and headrests, fuel tanks, interior trimming material, brake hoses and safety belts. The new regulations will be officially implemented on January 1, 2015 and replace the previous versions.

All new CCC certifications will need to be in compliance with the revised guidelines. Existing CCC certificate holders will need to update their certificates with the new regulation number. The CNCA has set a transition period of one year. Certificates that have not been updated by January 1, 2016 will be suspended and then ultimately revoked.

The latest release of new implementation rules is only one example of the many modifications and updates within the past months. CCC certificate holders, applicants and interested parties need to monitor the relevant announcements and publications made by the Chinese certification authorities. Unfortunately, these announcements are typically only made in Chinese and published on the websites of Chinese certification authorities (e.g. CNCA, AQSIQ or CQC).

Changes are also continually being made in the official CCC product catalogue as well, with new products being listed regularly. Manufacturers need to stay up to date regarding CCC need and regulations for their products. Having a product detained for CCC at customs can be a very unpleasant surprise.
